Erica Deuso has made history as the first openly transgender mayor in Pennsylvania, following her victory in the Downingtown mayoral race in Chester County. The Democrat defeated Republican challenger Richard Bryant on Tuesday night, marking a major milestone in the state’s political landscape.
“Tonight, history was made,” Deuso said in a statement.
“Voters chose hope, decency, and a vision of community where every neighbour matters. I am deeply honoured to be elected as Pennsylvania’s first openly transgender mayor… This victory isn’t about one person, it’s about what happens when people come together to choose progress over fear.”
A Campaign Rooted in Community, Not Identity
Born in Vermont and a Downingtown resident since 2007, Deuso is a scientist, businesswoman, and community advocate. She currently serves on the boards of the Pennsylvania Equality Project, Emerge Pennsylvania, and PFLAG West Chester/Chester County, and is part of the Chester County Democratic Committee’s Executive Committee.
Like Sarah McBride, the first out transgender member of Congress, Deuso ran a campaign that focused on local issues, not her gender identity.
“I’m not running on being trans,” Deuso told the Philadelphia Inquirer.
“That’s not something I ever do or ever wanted to do. I wanted to make it about the neighbours. It’s the other side making it about who I am.”
Despite being targeted by transphobic rhetoric, including harassment from groups like Turning Point Action Pennsylvania, Deuso stayed focused on conversations grounded in shared concerns and face-to-face connection.
Platform Built on Local Progress
Deuso’s campaign centred around:
- Improved traffic and infrastructure
- Sustainable flood mitigation
- Domestic violence prevention
- Community connection and public spaces
One of the key responsibilities of the Downingtown mayor is oversight of the police department. Deuso has pledged to focus on mental health within the force and has publicly vowed not to sign any agreement between Downingtown Police and ICE.
Backed by the Community—and Endorsed for National Impact
Deuso was endorsed by the local Democratic Party, defeating primary opponent Barry Cassidy earlier in the year. She was also endorsed by the LGBTQ+ Victory Fund and LPAC.
“With Erica Deuso’s election, Downingtown has made history—and sent a message far beyond Pennsylvania,” said Evan Low, CEO of the LGBTQ+ Victory Fund.
“Her leadership will inspire trans youth across the country… Her victory proves that when we lead with authenticity, empathy, and vision, communities respond with trust and support.”
Janelle Perez, Executive Director of LPAC, added:
“Downingtown voters delivered a resounding message… affirming that Erica represents the inclusive, forward-looking leadership their community deserves, while rejecting the transphobic rhetoric that has become far too common.”
Deuso follows in the footsteps of Stu Rasmussen, the first out trans mayor in the U.S., elected in Silverton, Oregon in 2008.
Her victory stands out especially in a state that leaned Republican in the 2024 presidential election—yet Chester County voters backed Kamala Harris by over 14 points, and the state retained its Democratic majority on the state Supreme Court.
