New Zealand Signs Global U=U Commitment to Help End HIV Transmission

The New Zealand Government has formally signed the global Call-to-Action on Undetectable = Untransmittable (U=U), reinforcing its commitment to eliminating HIV transmission and tackling stigma.

Associate Health Minister Matt Doocey announced the milestone, describing U=U as a “clear, evidence-based principle” central to the country’s HIV response.

“U=U is a clear, evidence-based principle that when someone living with HIV is on effective treatment and maintains an undetectable viral load, they cannot transmit HIV sexually,” Mr Doocey said.

“By signing this Call-to-Action, we are reinforcing U=U as a core part of New Zealand’s HIV response. Increasing awareness helps reduce stigma, encourages testing, supports earlier access to treatment, and strengthens prevention and long-term health outcomes.”

Aligning With the National HIV Action Plan

The global Call-to-Action encourages governments to embed U=U principles within national HIV guidelines, improve equitable access to testing and treatment, support community-led initiatives, and strengthen public understanding.

Mr Doocey said the endorsement aligns directly with New Zealand’s National HIV Action Plan, which aims to eliminate local HIV transmission by 2030 while addressing stigma and discrimination.

“While treatment uptake and viral suppression rates are strong, it is clear stigma remains a significant barrier for many people. This commitment sends a clear message that discrimination has no place in New Zealand.”

Community Advocacy Recognised

The Associate Health Minister acknowledged the long-standing efforts of advocates, community organisations and people living with HIV who have pushed for formal recognition of U=U.

“This milestone reflects years of dedicated advocacy and leadership from communities most affected by HIV. We thank those with lived experience who have shared their stories and challenged stigma. These voices have been instrumental in driving change.”

New Zealand Joins Global Effort

New Zealand is now the fifth country to sign the Call-to-Action, joining Canada, the United States, Vietnam and Australia. More than 1,100 organisations across 106 countries have also endorsed the global U=U message.

The move builds on recent progress in New Zealand’s HIV response. According to the latest HIV Monitoring Report:

  • 98.5% of people diagnosed with HIV are on treatment

  • 91.7% have achieved viral suppression

There have also been reductions in locally acquired HIV infections, alongside expanded testing options and increased uptake of combination prevention measures.

By formally adopting U=U, the Government signals its intention to strengthen prevention efforts while affirming that people living with HIV can lead healthy lives free from stigma and discrimination.
